What is a Bi-Directional Net Meter?
A standard residential electricity meter only runs in one direction: it counts the units you consume from the grid. A bi-directional meter has two registers:
- Import Register: Measures electricity drawn from CSPDCL at night or when household load exceeds solar output.
- Export Register: Measures surplus clean electricity sent into the CSPDCL grid during peak daytime sunshine.
At the end of your billing cycle, CSPDCL subtracts Export from Import. You are billed only for the net difference! If you exported more than you imported, the surplus units are credited into your energy bank for the following month.

The 5 Steps to CSPDCL Net-Meter Activation
- Online Submission: Upload the single-line diagram (SLD), inverter factory test reports, and panel flash test datasheets to the CSPDCL portal.
- Distribution Transformer (DT) Feasibility: CSPDCL verifies that the local neighborhood transformer has capacity (under CSERC rules, rooftop solar can occupy up to 75% of DT capacity).
- Site Inspection by Junior Engineer: The local junior engineer from your CSPDCL subdivision (e.g. Shankar Nagar, Gudhiyari, Tatibandh) inspects the earth resistance (must be under 5 ohms) and anti-islanding switch.
- Bi-Directional Meter Replacement: The lineman visits your house, removes the old meter, and installs the bi-directional meter with security seals.
- Joint Commissioning Report (JCR): Signed by the CSPDCL engineer, Jivan Renewables engineer, and homeowner. This triggers the ₹78,000 DBT subsidy credit.
